China Financing Guarantee Association (CFGA) was established under the approval of China Banking Regulatory Commission (CBRC) and Ministry of Civil Affairs of the People's Republic of China on January 18, 2013.The Association is a national financing guarantee industrial self-discipline organization formed by financing guarantee institutions and local financing guarantee industrial self-discipline organizations based on their own will. The Association is subject to the guidance and supervision of China Banking Regulatory Commission which is the business supervision authority and Ministry of Civil Affairs which is the registration administration authority of societies and organizations. Financing guarantee institutions with independent legal entity and financing guarantee operation license approved by the supervision authority and local financing guarantee industrial self-discipline organizations can apply to be a member of the Association.
On September 17, 2013, the inaugural meeting and plenary meeting of The China Financing Guarantee Association were held in Beijing. Yan Qingmin, former vice chairman of the China Banking Regulatory Commission, and other leaders attended the meeting and delivered important speeches. The Opinions of the State Council on Promoting the Accelerated Development of the Financing Guarantee Industry (Guo Fa [2015] No. 43) clearly points out that the China Financing Guarantee Association should strengthen the construction of industry self-discipline, actively undertake some industry management functions, and play an important role in industry statistics, institutional credit record management, industry talent training and cultural construction, etc., to provide effective supplements for industry supervision; Formulate scientific and rational strategic plans for the cultivation, reserve and use of talents, study and formulate a management system for employees, improve the quality of personnel, and promote the construction of the team.
The China Financing Guarantee Association has always adhered to the tenets of self-discipline, rights protection, coordination and service, and actively played the role of a bridge between industry institutions and competent departments. In recent years, with the strong support of the competent authorities and industry institutions, the China Financing Association has gradually developed and developed. As of December 2021, a total of 351 members, including 1 president, 37 vice presidents, 24 directors, 4 supervisors, 40 local associations, and 245 institution members. The China Financing Guarantee Association has five branches, which are legal professional committees, self-discipline professional committees, re-guarantee professional committees, agricultural guarantee professional committees, and digital development professional committees.
